Failure-to-predict


No alarm was identified for the epicenter area of the November 15, 2006 earthquake in the 2006b Update of the M8-MSc predictions dated Thursday, July 06, 2006). Same as in case of the second failure to predict in the M8-MSc Test aimed at magnitude 8.0+ (i.e., 2003/09/25 HOKKAIDO, JAPAN REGION, MwHRV = 8.3 earthquake), the independent shorter term analysis carried on by V.I. Keilis-Borok and P.N. Shebalin has indicated in advance the two chains of correlated quakes connecting the M8-MSc prediction to the epicenter of the anticipated great shock (see "Experiment in prospective earthquake prediction using RTP" at http://www.igpp.ucla.edu/prediction/rtp/RTP10a_confirmed.pdf).
