Rate and acceleration of activity
N(t½m,s) - the number of earthquakes
     with M m in time interval from (t-s) to t, I.e.
the number of events of certain size per unit time,
rate of activity.
L(t | m, s, t0) - deviation of activity from a longer-
term trend over the period from t0 to t:
     L(t | m, s, t0) =
N(t | m,s) - N(t | m,t-s-t0) ´ s/(t-s-t0)
